Any organization, clergy member, or lay member of the Global Methodist Church has the right to submit a petition for consideration at the convening General Conference.

Each petition must pertain to a single issue, unless the Transitional Book of Doctrines and Discipline is impacted. In such cases, the petition must address only one paragraph of theTransitional Book of Doctrines and Discipline unless multiple paragraphs are closely related and a change in one affects the others. In these instances, the petition may call for the amendment of all related paragraphs to ensure consistency.

Petitions that deal with multiple paragraphs and do not meet these criteria will be deemed invalid. Composite petitions that meet these criteria will not be separated into smaller parts.
